Chart when having values in one table and labels in another.

Sumif function will sum up your data based on selected criteria (e.g. it sums total paid salaries for each department). Thus, you can avoid using Pivot Table :-)

Try combination of two functions Index and Match to replace Vlookup formula. It is more flexible in terms of columns ordering and you do not need to count the order of the column, you just mark it.
